I opened a bug in the IE bug database because IE 8 only supports aria-labelledby with a single id value and it does not support aria-describedby at all.
I provided test cases http://www.paciellogroup.com/blog/aria-tests/aria-labelledby-input.html

today i recieved disappointing news in repsonse to the bug

"At this time we do not plan on fixing this issue."
