No, the agnostic requirement is imagining a UA with no keyboard. And no screen or mouse either. HTML is a parsing definition that explains the "meanings" of particular items in the tree. How those items are handled are not its concern.

What base bug? If it is not defined in the HTML spec, how is it a "bug"? Sounds more like a "unfulfilled feature request" to me. :)
