Karl, thanks for the reccomendation.

Jukka, this is really good. You have raised the topic to a significantly higher
level of understanding than we have yet got to as a consensus process
in the WAI. [not that the path forward doesn't include messing with
your results in search of a consensed solution...]

Both of you:

I have to do the uncomfortable Chair thing and apologize because I
can't break out enough mind-share from my working group right now to
immediately make this an active work item in the group. This is a
pain because we should be working on it but at our current level of
participation and organization we can only keep so many balls in the
air at once.

So if you would both offer a rain check -- that you would be
interested in returning to this topic -- I would be most appreciative.

My current concept for a 'prototyping medium' for this topic
would be to build and demonstrate a "good practice" description which
would apply SKOS terms[1] in XHTML 2.0[2] - formatted documents.

If you get the SW Best Practices group to do something in this
area before we get to it, so much the better.  Or we will get
around to this and get back to you when we do.
