Quick note for you - the PDF link on the Techniques page at 
http://www.w3.org/TR/WAI-WEBCONTENT-TECHS/
duplicates the link for the PostScript link.  I manually entered the 
doc with a PDF extension and got it.  Thought you might want to 
update the link....
