Non redirecting redirect

First link in the introduction,
http://www.w3.org/TR/WCAG20/#intro

Links to:
http://www.w3.org/WAI/intro/components

Which I believe resolves to:
http://www.w3.org/WAI/intro/components.php.htm

Both of the above are text informing a visitor that they really want:
http://www.w3.org/WAI/intro/components.php

It seems to me that the non-php pages should probably be coded to programmatically redirect to the php page.
