Standard for helping Blind People using the Internet

I am Mahmoud Abd-El Sattar, Computer Science department graduate.

Currently, I am finishing my Master degree, which topic is around a protocol
helps the blind people to use the Internet.

Can I register that protocol as a draft in WAI directory?

And If I can, please guide me, what are the needed steps to do that?
