See below for a follow-up comment about your points on authoring tools coverage.

"Accessible Authoring tools" is one of the instructor competencies. We have now linked to ATAG Overview each time we require this as a competency.

In addition, we have added the following in the content authors overview page, intro, last paragraph:

These modules do not cover specifics on authoring tools accessibility. Instructors should take the responsibility to choose the appropriate authoring tool type and version based on the specific course setup. I think with this we have clarified why we are including these references. There's going to be a short agendum in EO tomorrow where we are going to present these changes to see if EO is in sync with them.
