Help for Frontal Lobe Dimensia

I have a brother in law that is suffering from frontal lobe dementia.
Basically, he forgets things and has some loss of reality.
He was very active intellectually and physically and is having a very hard
time with all the new restrictions placed on him by family.
He truly misses his ability to search the internet for "any and all things".
We want to give him some internet access, but need to protect him from just
about everything that can harm him.
Credit scams, dating scams, contracts for services (he misses contributing
to the family income) and many other things.
Are there any windows applications that could be used to help protect him
from these types of items?
