Updating EO Web Accessibility Laws & Policies page to include WCAG 2.1

Oh Awesome and Wonderful EO,

I adore the "Web Accessibility Laws & Polices" page at
https://www.w3.org/WAI/policies/

I have a suggestion a few suggestions for updates:

   - add WCAG 2.1 to the filter option
   - update The European Union reference to WCAG 2.1 (based on updates to
   EN 301 549)
