The European Union made web accessibility (WCAG2.1 level AA) mandatory for government organizations in Europe. As a local government administration of the city of Antwerp we are taking alle the necessary steps to comply with this regulation. For video content with audio it is mandatory to provide both captions (with desciption of loud sounds, change of scenery, name of the speaker when a change of speaker occurs and that person is not visible in the scene) for the hearing impaired and audio description for the blind and viewers with bad eyesight.

Can you provide information on the technology that was used on this page to achieve this: how do you link audiodesciption-button (and functionality) to the embedded YouTube-video, which video-player is being used and how does it work to integrate the transcript and so on.
