I think the "Skip to Content" will mostly be used by: * screen readers users -- who should hear it first, before the languages * visual non-mouse users -- who will often get it from the first tab If I'm not missing some important &/or common user scenarios, then I think it's OK because it is the first thing that people who need it will get (even if they don't see it visually otherwise). > - Is the change log going to be automated in some way.
