Yes, WCAG addresses people with different color perception.

Here is where you can find information that might help you understand the WCAG requirements related to contrast and text size:
* "Easy Checks - A First Review of Web Accessibility" describes some accessibility issues and how to check websites for them.

Here is information on how you might increase text size and color contrast to improve readability. (It is a bit outdated, but hopefully enough for you to figure out with your current browser and operation system).
