[Tutorial Feedback]

Hi!
I'm looking for a solution for a similar menu to 
https://www.w3.org/WAI/tutorials/menus/application/, the problem is that 
it doesn't work without Javascript, is it correct?
If i'm an user that I can't activate the JS I won't navegate the options.
