RE: [wai-tutorials] moved longdesc from 1st to 4th example method (#331)

Hi Steve,

Thanks for your input and all your help on this issue, it will help
expedite everything.  Discussion with staff has led to this next bit of
process. The next steps are these:

1. QA your suggested edits (dependency is time from Eric and Shadi)
2. Present discussion of the issues from past EO minutes and circulate to
EO and WCAG.
3. Introduce the topic at an upcoming EO teleconference
4. Post to a joint EO/WCAG survey for final approval.
