They are available as one document at: <http://www.w3.org/TR/WCAG20-TECHS/complete.html> and <http://www.w3.org/TR/UNDERSTANDING-WCAG20/complete.html>. You probably want to start with the overview at <http://www.w3.org/WAI/intro/wcag> so you understand how it all fits together.
