We will consider this suggestion though this particular tool might be 
too detailed and technical to be used directly by most policy makers. 
Other resources to be developed through the WAI-ACT Project will be 
directed towards policy makers and will explain how resources such as 
this tool can help them make informed decisions.

This is so natural to us that we did not explicitly add it. WCAG 2.0 
Level AA will be the minimum target level of compliance.
