Harmonization document -- including Incorporation by Reference

I thought I'd send this message to WAI-EO-Editors, in case it's 
helpful to have the email message in the archive to link to, etc.

When considering the Standards Harmonization document, it MIGHT be 
worth making the distinction between what it means to harmonize 
standards and what it means to "incorporate by reference."

As a possible example, the current Section 508 guidelines, now open 
for comment, here:
http://www.access-board.gov/sec508/refresh/draft-rule.htm
make use of "incorporation by reference."

"Standards harmonization" may be a more appropriate phrase when two 
or more standards/guidelines use different words, but they're aiming 
for the same goal.

Section 508 just says (paraphrasing) that WCAG 2 AA should be used.

I thought perhaps this concept might be worth mentioning in the 
harmonization document, although I don't particularly mean to suggest 
that 508 be referenced, specifically.
