I thought I'd send this message to WAI-EO-Editors, in case it's helpful to have the email message in the archive to link to, etc. For reference, the changelog for the standards harmonization draft is here: http://www.w3.org/WAI/EO/changelogs/cl-harmon.html When considering the Standards Harmonization document, it MIGHT be worth making the distinction between what it means to harmonize standards and what it means to "incorporate by reference." As a possible example, the current Section 508 guidelines, now open for comment, here: http://www.access-board.gov/sec508/refresh/draft-rule.htm make use of "incorporation by reference." "Standards harmonization" may be a more appropriate phrase when two or more standards/guidelines use different words, but they're aiming for the same goal. Section 508 just says (paraphrasing) that WCAG 2 AA should be used. I thought perhaps this concept might be worth mentioning in the harmonization document, although I don't particularly mean to suggest that 508 be referenced, specifically. >Thanks for your time and consideration.
