o mudt know my rights

Sir;

    I wish to ask you a small favor. It has already been determined that 
the Internet is a privilege not a right for the handicapped. What I ask 
you is to check and see if this is true for the deaf when the Internet 
is their sole means of communication with the outside world.

    Please email me the documentation. I believe my rights are being abused.
