This is a key factor for whether some retrofitting gets accepted by management that I have worked with. rationale: It has been my experience that management on projects has easily accepted accessibility tweaks to a site if they don't cause a visual change to the web site. For example, alt text doesn't affect the visual experience so they support it more readily.
