International Policies - Validation & Anchor Issue

In the Policies Relating to Web Accessibility Document there is a  
validation error.

There is an anchor in the US section that goes to Section 255 for  
example and has an id of 255.

It is not XHTML 1.0 Transitional to have an id attribute that starts  
with a number.

It would be easy to take out the id and have it validate but I don't  
know if that would affect the use of the anchor.  The anchor could be  
changed but that would affect any references to the anchor in any  
other documents.
