This is the "Business Cased Overview" page, the first of a series of
five pages, called a "resource suite" ...

The other four pages are: 
    Social Factors
    Technical Factors
    Financial Factors
    Legal and Policy Factors

This should avoid my confusion wondering what the other four pages are.

Enable Content on Different Configurations.

Not clear how one allows users and user agents to
substitute a personal stylesheet. I'm not sure
that has been adequately addressed in the User 
Agent guidelines either. Currently, I believe a
style sheet identified in the HTML wins. 
Shouldn't have to undo that.
