Addressing more minor UAAG2 public comments

A few more proposals to address minor comments from here:

EO34: I don't think an indicator is needed. Instead, I propose:
1. that whenever there is a Note, it's intention be discussed in the Implementing doc
2. that links to implementing doc be added for EACH SC, rather than just at the GL level. This will synchronize with ATAG2 and WCAG2.

AR1: The definition of "platform" is actually broad enough to cover the issue, so perhaps the "(hardware or operating system)" just needs to be removed.

EO10, EO11: Maybe the paragraph can be dropped. It seems odd to mention this in the overview if it's never touched on again.

EO12: WCAG 2.0 and ATAG 2.0 both have similar sections without links.

EO13,14: Perhaps instead of getting into the details, just say something general like ATAG 2.0 does: " Under each part are several high-level principles that organize the guidelines." 

EO22: Also need to change "Modality Independent Principia" in a couple places in the Glossary. I'm actually not sure what this section really does for us. This statement "Therefore every potential user task must be accessible via modality independent controls that any input technology can access." sounds like a requirement.
