Proposal to remove 2.12.3

Kim and I wore working on our editorial pass through the document and 
noted that the progression though 2.12.1 to 2.12.2 makes 2.12.13 
unnecessary.

2.12.1 Support Platform Text Input Devices (Level A)
2.12.2 Operation With Any Device (Level AA)
2.12.3 Text Input With Any Device (Level AAA)

These SC address using pointing devices or speech input. 2.12.1 is only 
for input text.  2.12.2 is for command and control.  2.12.3 is for both. 
  However, for a user agent to conform with 2.12.2 (AA) they have to 
have 2.12.1 (A), so they already conform at the AA level, and don't need 
a AAA level SC for both functions.

We would like to propose that 2.12.3 be deleted and the phrasing of 
2.12.2 be adjusted from "all user agent functionality other than text 
input" to "all user agent functionality"
