re: UAWG Action: a top-level conformance condition re: exception for dynamic content

Growing proposed list...

Conformance Applicability Notes
-------------------------------

1. Dynamic Content: Success criteria that require user agents to maintain a content history (e.g., maintaining a viewport history) do not apply in the case of content that is changing dynamically.

2. Unrecognizable Content: Success criteria that require user agents to process content according to the recognized semantics of the content (e.g. is an image, is a button, etc.) do not apply in the case of content in which the semantics are not present (e.g., scripted content lacking WAI-ARIA information).

3. Platform Accessibility Service Availability: Success criteria that require authoring tools to implement platform accessibility services or make information programmatically determinable do not apply in cases where the platform lacks a platform accessibility service. Note: Conformance claims are optional, but any claim that is made must record the platform and the fact that the platform does not include a platform accessibility service.

4. Rendering Conflicts: When a rendering requirement of another specification contradicts a requirement of UAAG 2.0, the user agent may disregard the rendering requirement of the other specification and still satisfy this guideline.

5. Developer Control: The success criteria only apply to the user agent user interface as it is provided by the developer. They do not apply to any subsequent modifications by parties other than the user agent developer (e.g., user modifications of default settings, third-party plug-ins).
