Mutex Events

I'm hearing via xtech (I think) that some browser are thinking of 
removing Mutex Events to make their processing faster - I think if this 
is the case we need to add something to our guidelines to say we need to 
catch this and make sure dynamic changes to the DOM are handled even in 
the event of no ARIA markup.
