update: HTML5 Bug 10709: @title should be a required attribute for FRAME and IFRAME in HTML5

aloha, all!  an update and explanation -- the bug triage team referred
to below is the HTML Accessibility Task Force's bug tracking team, and 
the TF is keeping this bug open pending more information from members of
UAWG -- remember that one only needs a w3c public bugzilla account to add
comments to the bug, but if you aren't comfortable using bugzilla, please
let me (and the list) know what comments/facts you want to add to the bug
and i'll enter it on your behalf, gregory.

The Bug Triage Sub Team agree that this should be a TF priority, @title is an
important component for completeness where there are instances of
iFrames/Frames in HTML content.
