Proposal 4.9.6 Playback Rate Adjustment for Multimedia Content.

http://www.w3.org/2002/09/wbs/36791/20091118/results

MH: ...
... include slowdown and speedup for audio and video
... guidelines in DAISY requirements, should UA provide same functionality
... Proposed:

4.9.6 Playback Rate Adjustment for Multimedia Content. The user can adjust
playback rate of prerecorded content containing speech audio tracks such
that all of the following are true (Level A):

- The playback rate should be user adjustable between 1/3 and 3 times real
time of the recorded content.

- Recorded speech, whose playback rate has been adjusted by the user, should
utilize pitch maintenance in order to avoid degradation of the speech
quality.

If only a visual track is present, provide at least one setting between 40%
and 60% of the original speed. (Level A)

When audio and video tracks are expected to be synchronized, synchronization
is maintained as long as they are played at 75% of the original speed or
higher. (Level A)

The UA should provide a function that resets the playback rate to normal
(1x). (Level A)

scribe: discussion on the list
... not happy with the 1/3 to 3x

KP: neutral, seems on the right track

MH: daisy synch across speed range. easier to maintain synch at slower speed
... need skim feature, speedup to be in range of intelligibility
... use aging, cog. disabled for slow down, and speech for speedup

---HTML5-a11y will have discussion on hierarchical navigation through audio
and visual playback rate.

SH these seem to overlap 33-300, 40-80

SH: maintain synch 33-3000?

MH: may loose some video info at high speed
... need to investigate where rates come from, empirical data

JA: only 'speech audio', how is the player/UA to know when something is
speech or just sound? are there 'speech ' attributes?

should be 'audio'

<scribe> ACTION: JA and MH to rework 4.9.6 to tease out audio from speech,
and fine tune rates [recorded in

<trackbot> Created ACTION-249 - And MH to rework 4.9.6 to tease out audio
from speech, and fine tune rates [on Jim Allan - due 2009-11-26].
