	content generated by the CSS2 :before pseudo element appears on the page,
but not necessarily the DOM, screen readers have difficulty reading this
generated content - perhaps it should be removed. Or, is the generated
content provide to ATs through new accessibility APIs?

9.4 Restore viewport state history (P1)

Normative inclusions and exclusion 1.
	is AJAX (DHTML) already coved here, or is additional language needed?

Example Techniques 4. If the user activates a broken link, leave the
viewport where it is and alert the user....
	this seems to be a "doing more" item

9.5 No events on focus change (P2)
