This is the format of the comment form used by WCAG
[http://www.w3.org/WAI/WCAG20/comments/guidelines.php]. Let's use this as a
general structure for our musings on the list. When we have reached
consensus on an item, it will be easier to transfer to the actual form and
submit it.

"Programmatically Determined" is a user agent function. the language in
checkpoints seems to point more at what a UA should do rather than what the
author should do or provide.

This is the first 2 success criteria. The language may need reworking for
each SC. It is difficult to make a sweeping replacement, each SC must be
reworded. The definition also needs to be eliminated.

"Programmatically Determined" is a user agent function. the language in

it seems that WCAG is really means by saying "programmatically determined"
in the above checkpoints...
is that authors should write/provide (content, data, text, whatever) using
technology specific accessibility techniques.

the author creates content using specific technologies (defined in a
baseline). These technologies each have (or should have) specific
accessibility techniques, features, and requirements. The content creator
can only follow the requirements and techniques of the baseline technology.
The author can only assume/hope that the UA will render the content
accessibly.

It is up to the UA to programmatically determine what to do with the
content; or to parse the author supplied content unambiguously.
