Non text based highlighting

Non-text based highlighting scenario:

People with low vision may need more salient cues to indicate the element 
with keyboard focus, than just styling the text can provide.  It is also 
easier to locate the element with focus it there are non-text cues likes 
borders to aid in recogonition.
