onChange troubles

This issue surfaced on the IG list again.  I cited the UAAG Implementation
Report.  I hope I summarized the issue OK.  I said lots of people need
keyboard access that don't need Jaws, so a Jaws workaround for an IE bug
does not make the page feature safe.
