The link at http://www.w3.org/TR/UAAG10-TECHS/ has not been updated to point to the latest version http://www.w3.org/TR/2001/WD-UAAG10-TECHS-20010622/ - it still links to the 4th April version. Therefore the link on http://www.w3.org/TR is pointing to the old version.
