1. Allow the user to configure the rendering of elements that can respond
to scripting events (mouseover, mouseclick, keypress)

2. Allow the user to configure the rendering of links (also see techniques
for 8.2 and 8.3)

3. Allow the user to configure the rendering of elements that can respond
to accesskeys

4. Allow the user to configure the rendering of form controls
