As I already said, although the posting hasn't come back yet, the basic problems are that the text isn't structured in a way that is useful without knowledge of its visual placement, and key topological information needed to actually use the map to navigate, is only present in terms of layout and purely graphical elements. Also, as noted, it is produced by Adobe Illustrator, which is not an unusual tool, although it is a very visually oriented tool.
