Re: Captions obscuring text content of video - SC 1.2.2 fail?

In my accessibility audit reports I log this issue as an Access Defect, not
a WCAG fail, but I add a note at the end of the issue report saying:

"This does not actually fail SC1.2.2 Captions (Prerecorded), but the WCAG
does disallow this practice in Note 4 of its glossary definition of
“Captions”.

I think the word "disallow" is a suitable word to use in this context, but
others might be able to think of a better one.
