Perhaps that wasn't clear - by "tabs on to them" I meant the user moves on to them using the Tab key! We don't mind them not being visible when the page loads. Web designers prefer that so the admittedly unsightly link doesn't spoil their carefully crafted page header - fair do's to them on that, and it is a very common pattern that all keyboard users are used to now. Just so long as the Skip links become visible when they have the keyboard focus. ie when the keyboard user lands on them.
