There is a typo in your post. You are referring to "ISO 9241-303: 2011: Ergonomics of human-system interaction - Part 303: Requirements for electronic visual displays". As the name says, this applies to electronic visual displays and therefore does not apply to a website unless it is part of a package that includes the display, such as a kiosk. We have developed a website and an external company did an accessibility evaluation and failed us in this point. We have a character height of 8 dpx and they mentioned that this would be WCAG compliant, however, would fail ISO 9142.303 chapter 5.5.4. Does anyone has an opinion regarding this issue?
