Whilst not disputing that maths should reflow, I don't think that definition works as an argument for it, as mathematical notation is, at the very least, a two dimensional arrangement of variable size characters. It is also open ended, in that new notations can be invented. Pre-existing mathematical notation can be serialised for use as input for computer typesetting, but that is not what the lecturer will write on the whiteboard (assuming they aren't all using Power Point, now).
