Personally I really miss scroll to top/bottom links if they are not on pages because I’m frequently writing and reading long web pages.

Top tips for me are:

  *   Ensure if you use scroll to top that it is keyboard accessible.
  *   As Patrick mentioned, ensure that the focus lands on a keyboard accessible place so that the first tab after using scroll to top is somewhere sensible at the top, rather than finding that you’ve moved to a non-keyboard accessible point, or find your focus is still at the bottom of the page.

In my example I use a button rather than a link, which may be debatable whether that’s good practice.
