visual inconsistency of links

Hi all,

I´m looking for the success criterion that covers the visual inconsistency
of links.

I´m looking to a website (https://www.museudemertola.pt/) that present
different visual types of links: some, in the text, presented as a list
(bullets) without an hover; links that are underlined, and buttons.

I think this inconsistency is not accessible, but I´m not sure if there is
any success criteria related to this topic, maybe it should be on the
guideline 1.4, but none is specific. It also can be 2.4.9 or 3.2.4, but I
don´t think they cover this issue.

Any ideas?
