accessible name, aria-label and speech input

Hello,

My understanding is that, accessible name of anchor element should be the
same with visible text label in terms of speech input users, as far as I
read F96 Example 2 of Techniques for WCAG 2.1.

But, ARIA8 Technique and Example 3 of G208 Technique seem admitting the
difference between accessible name and visible text label.

Are these contradictory, or am I misunderstanding something?
