No, it is not a violation. The success criterion states that there must not be a change of context, and it provides a definition for that. The definition includes the phrase "A change of content is not always a change of context", which is relevant in your case. It also says "Changes in context include changes of user agent, viewport, focus or content that changes the meaning of the Web page", none of which occur in your case. But, as per this example, it is not a violation to display additional content upon selecting a radio button if the overall page structure remains unchanged. Different fields appear if the reminder button is chosen.
