Refer to Success Criterion 1.4.7 Low or No Background Audio https://www.w3.org/TR/WCAG21/#low-or-no-background-audio Is it possible to get this SC elevated to Level AA and also introduce an identical one that covers live content- not just pre-recorded content? Or have a single SC that covers both pre-recorded and live content? The significance of this SC is more enhanced in today's world with so much more reliance on digital content as compared to 12-15 years ago when WCAG 2.0 was being crafted. I really do not like to see the time and effort spent in developiing Level AAA SCs go waste. Consider Web and mobile content that that is presented with a continuous non-stop music in the background. This is mostly someone speaking and one really has to concentrate hard to catch the spoken content. Sometimes it is challenging when there are multiple voices. And some may find the monotonous music really irritating when the whole focus of the presentation is not that music. My preference is that there should be no background non-stop sound or it offers the ability to play it without the background sound or turn it off. Also the 20db (approximately four times quieter) measure can be reviewed again to say 5 times quiter. Background music between spoken audio when something is being demonstrated visually or between speaker-change is fine.
