Progress bar - SC 2.3.1

Hi, in my team we are discussing about the "progress bar " object a,
especially for SC 2.3.1 Three Flashes or Below Threshold. 

It could be used in various situations e.g. during file downloading,
background processing, ... and, in general, tasks that take a long time
but, its speed is not controllable. 

In some cases, in theory, the process could cause several fast flashes. 

What is your opinion?
