Other times, they jump to the first heading that starts off the actual content in the main landmark container. Both of these are not in the regular focus order, generally (but often forced to be able to receive programmatic focus with tabindex="-1" to work around some annoying behavior in some browsers which otherwise don't set the focus start position to these new locations).
