Though another way to look at this would be that *logically*, the various list items are in a logical order and focus should move between them. The ad that was crowbarred in between two of those items breaks the logical flow visually, but doesn't "belong" there. Meaning is preserved if it's not focused in the visual order, but rather if it receives focus after all list items (in fact, it's probably more logical this way). That's not to say it might not be confusing for sighted users, but that is subtly different from the intent/meaning of 2.4.3 P -- Patrick H.
