RE: Practice for testing digital content : EU standard

The latest version of the EN 301 549 standard v 3.1.1<https://www.etsi.org/deliver/etsi_en/301500_301599/301549/03.01.01_20/en_301549v030101a.pdf> [1] contains a new annex specifically for the requirements of the European Web Accessibility Directive: Annex A (informative): Relationship between the present document and the essential requirements of Directive 2016/2102. This details the additional clauses outside of the sections aligned to WCAG 2.1 Level AA that may need to be consider for the conformance with the Web Accessibility Directive requirements. This looks similar to Mitchell’s suggestions.

I direct testers to report on all applicable chapters, not just WCAG. In EN 301 549 I find that Annex C "Determination of Compliance" offers the clearest explanation of clause-by-clause applicability. (The IBM checklist which Phil sent is also an excellent resource.)

Regarding your specific examples:

  *   Chapter 5 "General" applies to all ICT types. The applicability of individual clauses in Chapter 5 depends on the content and functionality of the product.
  *   Parts of Chapters 5, 7, and 11 apply to authoring functions. Format conversion is one kind of authoring function.
  *   Chapter 7 "Video" applies to all ICT types when they contain a function which plays or transmits video.
  *   In VPAT reports for EN 301 549, I like to keep the Chapter 10 table for any non-web document. Even if the document doesn't contain video, the 10.1-10.4 cross-references to WCAG still apply.
  *   Not every website or ICT product has documentation or support services, but if it does then Chapter 12 applies. Some organizations report Chapter 12 conformance in its own report, then cross-reference to it.
By "ICT type" I mean web application, non-web software (including mobile apps), hardware, non-web document, etc.

Greetings:
I am trying to ascertain the general practice when testing websites,
mobile apps and e-docs against EN 301 549:
1. Is it limited to WCAG 2.1 only as referenced in Clauses 9, 10 and 11?

2. Are additional tests performed as applicable, for instance certain
clauses under:
- Clause 5.4 Preservation of accessibility information during
conversion that may apply to ICT with authoring tool features
- ICT with Video Capabilities  (Clause 7)
- Clause 10.5 Caption positioning and 10.6 Audio description timing
for non-Web e-docs

3. Is product documentation for the ICT always  included within the
scope of the assessment and tested against Clause 12?

I believe these questions are relevant  to ICT (websites,
mobile/desktop apps and e-docs)  of public sector orgs. covered by Web
Accessibility Directive (WAD) as well  as those produced by commercial
vendors not directly covered by WAD but perhaps by EU-AA.
