Nested Field Sets

Hello,

The application I am auditing contains multiple pages that have check boxes or radio buttons. When selected they show additional components.
We want the hidden components to be underneath the option that it logically goes with. There is a main fieldset which contains all the checkboxes and we would like to put the hidden components in a fieldset underneath the option that was selected.  My concern with the current view is that we want the user to be aware of these addition options right away. I am thinking we would have to use JavaScript to set focus to the new set of components that are now visible. My concern with the new solution is that we would have nested fieldsets.

I was also thinking would it be logical to take the major fieldset (the checkboxes above the checked option including the checked option are in a main fieldset) out and only apply the fieldsets when necessary? The main title of the page is Select more proofs of identification.  After all they are only needed if the instructions are not clear and the selections are not distinct. To me they seem to be but I wanted to get a second opinion.
