No, it is a common assumption, but the key word in the following is “functionality”: > "All functionality of the content is operable through a keyboard interface" That means links & form controls need to be operable. Adding non-functional items to the tab order simply adds time and difficulty in getting through a page. This can lead to some odd visuals if links are spread out, but there are other controls (arrows and space on a typical keyboard) for scrolling the view. HTH, -Alastair
