Yes, for sites there is often a choice but for documents there is often two columns on the page, the left column is English and the right Column is French. There may also be phrases in either language in a document or the names of ministries, departments, companies or organizations. I've had some documents where a quote in a document has been in a different language. Even acronyms with expansion text can create identification issues if the format doesn't support specific language "tagging" for acronyms. In PDF documents this is facilitated by using the <Span> tag in conjunction with the Expansion Text field in the Tag Properties dialog for acronyms and assigning the appropriate language for the <Span> tag. There is not currently a way to have the acronym and its expansion text in Word (that I know of). Textbooks are another good example of digital content where a change in language may be needed, especially if you are learning a language and the textbook has sample phrases. Educational assessment tool guides are another instance where you can have a change in language in the text. I've worked on making these types of PDF documents accessible. We also need to have the ability to assign different languages within Alt text. I have examples of using images from creative commons where the image citation is in another language. There are also instances, again I'm thinking of the educational assessment tool documents I've worked on where there are two languages in the Alt text and no ability to identify the changes. We've talked about how this could be implemented for years in the ISO 32000 (PDF) and ISO 14289 (PDF/UA) committees with no definitive answer as to how to accomplish this. I am not an advocate for localized versions of languages as I am someone who uses a British voice to read instead of an American one. If I were forced to listen to American English it would take me a while to get used to the pronunciations. It would be the same for someone who is used to hearing American pronunciations having to listen to text with British pronunciations.
